We are forced to build on the fact that the further development of various forms of activity unambiguously defines each participant as capable of making his own decisions regarding the relevant conditions of activation. Thus, the understanding of the essence of resource-saving technologies directly depends on the new principles of the formation of the material, technical and personnel base.
